Recommendations in Response to Governor Newsom’s Executive Order of August 31, 2023

Everyone agrees: The California Career Education System needs to be modified to provide opportunities for all students and the governor’s executive order  “Freedom to Succeed” makes it official. The State is looking for a new way to build seamless collaboration between government and the private sector, this initiative aims to keep California at the forefront of innovation while enhancing educational equity.

Our policy framework provides a blueprint on how to tackle this crucial systemic change.

To develop these recommendations CWA convened experts and practitioners drawing insights from organizations like New America’s Partnership on Youth Apprenticeship (PAYA), JFF’s Center on Apprenticeship and Work-Based Learning, and many others.  This framework builds upon existing statewide guidance documents. Furthermore, the recommendations are informed by the work of the California Youth Apprenticeship Committee (CYAC), formed under CA Assembly Bill 178, which mandates a comprehensive Youth Apprenticeship implementation plan by June 2024.
