California Workforce Association
Our Vision

We help California's workforce boards do their best work.

Think of us as a two-way bridge. We carry what's really happening in local communities up to the people who shape policy and funding — and we bring clarity, resources, and support back down to the 45 local boards doing the work. All so more Californians find good jobs, and more businesses find the people they need.

What we do

Five ways we show up for the field.

It starts with listening. We gather the data and sit down with directors across all 45 boards, so everything we do is grounded in what the field actually needs — not what we assume it does.

We speak up for the field

We take the real stories and needs of local boards straight to the decision-makers in Sacramento, Washington, and philanthropy who hold the levers.

So that the people shaping policy and funding actually hear — and act on — what communities need.
In practice: a shared legislative agenda, testimony and comment letters, and one clear statewide story of impact.

We make policy make sense

When new rules and funding come down from the state or the feds, we turn the fine print into plain language and clear next steps.

So that boards spend less time decoding change and more time serving their communities.
In practice: quick plain-language summaries and rapid briefings the moment big guidance drops.

We get resources to the front lines

We help funders and agencies move dollars and opportunities to the boards ready to put them to work — and open doors a single board couldn't reach alone.

So that funding lands where it's needed most, faster and with a clear purpose.
In practice: grant pass-through, shared grant-writing, and brokering philanthropic and public dollars to the field.

We bring the field together

We create the rooms — and the relationships — where boards and partners, traditional and not, learn from each other and solve shared problems.

So that no board works alone, and the whole field grows stronger together.
In practice: conferences, leadership programs, local convenings, virtual roundtables, and project cohorts.

We help boards get ready for what's next

We watch the horizon and build boards' skills, tools, and data before a need becomes an emergency.

So that boards meet change ready — not caught off guard.
In practice: curated learning, and a growing digital home for board-level data, translations, and ready-to-use tools.
The change we're working toward

What success looks like.

One clear, trusted voice for the field — and decision-makers who actually listen.

Boards acting on new policy in days, not months.

Funding that reaches the communities that need it most.

No board left to figure it out alone.

Boards that see change coming — and are ready for it.

A field that keeps getting stronger, year after year.

And the part that matters most: more Californians, in every community, connected to good jobs and real economic security.

Every board belongs at this table.

Big or small, rural or urban — CWA is stronger with your voice in it. See what membership brings, or explore the work we do together.
